transum mount aerator livewell set-up help??

I have a old champion tri-hull bass boat. with one working (some what) back livewell. the front livewell is cracked and don't need it right now. It has a attwood aerator 500 going through the transom with a hose running about 2' to the lower.. side of the livewell. then a livewell overflow fitting with about 2; of hose going out the side of the boat. My question is what is a good set up that doesn't cost a lot. Right now there is no timer and nothing to bring oxygen into the livewell it just a intake fitting on the lower side of the livewell. I ran it with 3 bass in the livewell and turned it off for 20 mins when I got to a fishing spot a few times because the transom mount aerator vibration is so loud it has to be spooking the hell out of the bass. I want to take the dam thing out and run it over a few times with my truck but I don't have a lot of money so I was hoping to get this one to work. but maybe I do need a new set-up? problems- no sprayer for to help keep fish alive. not sure how to add one since the intake flitting is a the bottom of the live-well. #2 attwood aerator 500 mounted through the bottom of transom makes a lot of vibration spooking the bass. # no value are anything to keep water in the livewell when its not running. When I take the boat out of the water all the water from the live-well drains out the aerator intake. not sure if its suppose to do that are not. #3 lake has lots og weeds that end up in the livewell. #4 I don't know what the hell I'm doing anymore and need help????? here are the picture of the set up on my boat.
