If we have a disaster similar to what happened in Japan it looks like our government (i.e taxpayers) would be on the hook to pay for any damages, loss of life, property loss etc. resulting from the accident. There is a fund setup that the companies pay into but the cap is 12 billion so anything over that is going to get picked up by the taxpayers. All homeowner insurance policies (and probably boat, car and other insurance) specifically exclude coverage for nuclear events.
