What's up with the HP ratings on boats?

Man can't believe boats that used to be rated for 150 HP now cut back to a little 115 HP. Was looking at boats under 18ft, and most are rated for 115. Shoot my 17ft 6" Bass Hawk i bought new in 1987 was rated for a 150 HP and it was light compared to boats now days. 1150 lbs..
Now it would scream with that 150 mariner Mag II on it. It was clocked by at State Trooper (him on the bank over looking the lake when I came by) 67 MPH and that was with 2 of us over 200 lbs 18 gallons of gas and both livewells filled and over 25 lbs of fish in the wells.

Has boat ratings dropped because the factory's are scared of how often they would get taken to court? Keep thinking new boat but shoot my Lund 18ft 9" hull has a 90 HP tiller motor on it and if I keep it the next motor will be a 115 Tiller motor..

So guess I may be looking at used boats with a good motor rating, As I'm just not sure with the price of fuel that I want to run the boat I would love to have. 21ft & 250 HP
