Boaters in New York's Hudson River say that for years they have been subject to harassment by multiple police agencies working with millions of government dollars spent to boost maritime patrols.

The boaters acknowledge the legitimacy of enforcing safety laws and protecting potential targets, but they raise civil liberties issues and lament the interruption of peaceful days fishing, tubing and cruising the river, according to an article in The Wall Street Journal.

“If we were stopped on the highways like we're stopped on the water, there would be a revolution in this country,” boater Lex Filipowski said.
Law enforcement officials say boaters are likely to see a drop in checks and boardings as budget crunches take patrol boats off the water.
